This is the first legally binding international instrument dedicated to the protection of the rights of persons with disabilities and the latest effort by the international community On June 26th, 2008, The Standing Committee of the NationalPeople’s Congress of China ratified the CRPD. On Aug. 31th, the CRPD was set to go into effect in China. China is one of the first countries who proposed and promoted the United Uniton to formulate the CRRD. And also China is one of the first countries who signed the CRPD. Shadow Report refers to the report NGO filed to the United Nations on the country's compliance with its obligations regarding to the National Report. The main purpose is to supplement deficiency in the National Report such as the issues never involved before or inaccurate content. The Shadow Report is a method NGOs adopted in policy advocacy taking advantages of international agreement. According to the international human rights agreement, all the contracting parties should submit a national report compliant with their obligations to the related organization of Untied Unions to in case the United Nations examine their performance on the agreement. One plus One and Shadow Report On April 2012, One Plus One formally submitted the nongovernmental Shadow Report on the CRPD’s performance in China, which is the first independent and complete nongovernmental report from domestic DPO in the disability area of China. On Sept 2012, United Nation Committee of the Rights of Persons with Disabilities Examined CRPD’s Implementation In China. Every 4 years, the contracting parties should hand over the national report. The next time China submit the report will be 2014.
